Tier 1 can transfer data back and forth without any fees, but Tier 2 must pay a fee when it transfers data to other backbones networks. Tier 2 providers offer more options since they are paying for transit routes. Buying decisions should include how much traffic, how far of a global reach is required, company budget, how much speed is needed and more.
